Is Donovan McNabb a Good QB?

He has Started 10 games and in 10 games he has only completed 57% of his pes, has thrown 10 TDs and 13 INTs with a Per Ratting of 76.1. In 10 games with the Redskins he has stunk but why is he held so much higher than onther QBs? Is it because of what he has done in the past, that doesn't matter in the current season, he is worst than Alex Smith yet yst and sport experts love him, what gives?
