Can city intervene to get the neighbors to clean their lot?

You call a county office that is titled "Code Enforcement" and another one, "Environmental Health". The EH people do not enforce, but it is good doentation, the CE people do the enforcing. You may have to call once a week or so until they actually take action though, the squeaky wheels are the only ones they pay attention to.
